Content: National public property administered or managed by government agency or school, as stipulated by Article 32 ofNational public property administered or managed by government agency or school, as stipulated by Article 32 of the National Property Act, must be used for the purpose according to the original plan and may, without producing any written approval for the usage, provide, free of charge, the following public, official purpose or charity to use and set contract requiring the user not to generate any revenue from such use:
  1. Provide government agency (institution), legal entity, or non-judicial entity to deploy green beautification in the form of adoption without providing such property to certain party. The flowers, grasses, and trees are to be maintained by the operator who shall also maintain the sanitation of the environment.
  2. Provide to government agency for the purposes of firefighting or police emergency.
  3. Provide to government agency for the purpose of parking environment for protection vehicles, fire engines, and placement of firefighting equipment.
  4. Provide to government agency or school for the purpose to construct outdoor exercise and related equipment, related monitoring, testing facility or bus stop.
  5. Provide to government agency or school to set up road lamp, traffic signal, or traffic signs.
  6. Provide to government agency or school to set up guard rails, slope protection, aqueduct, pipelines for traffic safety, soil conservation, or flood prevention.
  7. Provide to government agency or school for construction crossways, pedestrian walkways, or bike paths.
  8. Provide short-term usage to government agency to sponsor charitable, festival, or policy promotion events and military, disaster prevention drills.
  9. Provide short-term usage to legal entity or non-judicial entity to sponsor charitable events.
  10. Provide short-term usage to government agency for emergency situations.
  11. Provide a place for customs, immigration, quarantine, and security units that need to perform necessary operations on passengers, merchandise customs clearing, luggage check and official business, or other government agency which performs its duty as prescribed by law.
